Dr. Anthony T. Perrin is a board-certified Obstetrician–Gynecologist with over 30 years of dedicated service in women’s health. A graduate of Nova Southeastern University, Dr. Perrin combines advanced medical expertise with genuine compassion to provide personalized, patient-centered care.

He specializes in comprehensive women’s health services, including prenatal and pregnancy care, labor and delivery, and gynecologic health .Known for his warm bedside manner and attentive approach, Dr. Perrin ensures every patient feels heard, supported, and confident in their care.

He also holds an MBA and is affiliated with several leading hospitals throughout Florida, giving patients access to exceptional and coordinated healthcare. Dr. Perrin is proud to bring his experience and commitment to excellence to New Horizon Health and Wellness team.

Dr. Chang, founder of New Horizon Health and Wellness and Co-Founder, Horizon Family Medical Practice.

Dr. Chang is a board-certified Advanced Registered Nurse Practitioner (ARNP) and Psychiatric Mental Health Nurse Practitioner graduate (PMHNP) with a Doctor of Nursing Practice (DNP) and a Master’s in Education. She specializes in primary care, women’s and men’s health, hormone therapy, and integrative wellness.

A passionate educator and adjunct professor, Dr. Chang mentors the next generation of nurses while leading patient-centered, innovative healthcare practices. Her mission is to provide compassionate, evidence-based care that empowers every patient to achieve their best health.

Dr. Pepita Jean is a compassionate Family Nurse Practitioner with more than 20 years of experience caring for patients in pediatric oncology and cellular therapy. She helped launch an Ambulatory Treatment Center and led the Survivorship Clinic within a local Transplantation and Cellular Therapy Department, where she guided patients and families through every step of their healing journey.

In addition to her clinical work, Dr. Jean serves as an adjunct faculty member at a local college where she mentors future nurses and promotes health equity through community and professional organizations.

Her doctoral research focused on the lack of stem cell donors among persons of African ancestry, deepening the understanding of health disparities in underserved communities.

As a provider at New Horizon Health and Wellness, Dr. Jean is dedicated to providing compassionate, evidence-based care and helping every patient achieve their best health.
